Canada Citizenship Immigration Services

The Northwest Territories is a territory of Canada located in northern Canada, east of Yukon, west and south of Nunavut (Canada’s two other territories) and north of British Columbia, Alberta and Saskatchewan.
Its capital has been Yellowknife since 1967. The territory has an area of 1,140,835 square kilometers and an estimated population of 43,537 in 2013. This is an increase of 5.0% from 2011, thanks in part to the Northwest Territories Provincial Nominee Program (Northwest Territories PNP).

There are many reasons to consider immigrating here. To begin with there are excellent employment prospects. The Northwest Territories boasts the highest median household income in Canada and its capital, Yellowknife, has the highest rate of employment in the country. This is a place where newcomers can expect to receive a friendly welcome while continuing to embrace their own traditions and practices. As a result, there are many thriving cultural communities here.

The vast natural resources and relatively low population give the Northwest Territories the highest per capita GDP of all provinces or territories in Canada. The territory enjoys vast geological resources including diamonds as well as gold and natural gas. For this reason it is particularly attractive for Canadian Immigration.

Northwest Territories Provincial Nominee Program

Foreign nationals wishing to relocate to Northwest Territories may apply under the Northwest Territories Program for provincial nomination. 

An application may be submitted under one of the following four categories:

Nunavut has no immigrant nominee program at present.

Northwest Territories Skilled Worker Program

Requirements
  1. Have a job vacancy.
  2. Identify a potential nominee.
  3. Be a registered business, industry association or a local, municipal, First Nation or Territorial government in the NWT that has been registered and operational for a minimum of one year.
  4. Be in good standing with the Worker’s Safety and Compensation Commission (WSCC) and the NWT Employment Standards Office.
  5. Provide proof of local and national recruitment efforts and submit a summary of results.
  6. Obtain a positive HRSDC Service Canada Labor Market Opinion.
  1. Be for a permanent full-time position (minimum 30 hours per week).
  2. Be in an occupation that falls into high skill level occupation.
  3. Not conflict with existing collective bargaining agreements.
  4. Comply with the NWT Employment Standards Act.
  5. Provide a comparable industry rate of pay.
  1. Have the required certification or accreditation for the specific trade or occupation.
  2. If applicable, meet territorial certification, licensing or registration requirements of the job.
  3. Have the required work experience for the specific occupation.
  4. Provide proof of sufficient financial or settlement supports in the NWT.
  5. Be able to communicate in either English or French.
  6. Not be a refugee claimant.

Northwest Territories Express Entry Stream for Skilled Workers

The Northwest Territories Express Entry Stream for Skilled Workers is aimed at attracting foreign nationals who have a profile in the federal Express Entry pool.

Employers and candidates must meet the same requirements as the Skilled Worker stream, but also meet extra requirements, expanded on below.

Requirements
  1. Provide the Express Entry pool acceptance letter issued by Immigration, Refugees and Citizenship for Canada’s Express Entry Pool.
  2. Provide a valid job seeker validation code.
  3. Maintain active status on the Express Entry pool throughout the application process.
  4. Meet the eligibility criteria for the Northwest Territories’ Skilled Worker stream.
  5. Express interest in settling permanently in the Northwest Territories.

Northwest Territories Critical Impact Worker Program

In order to qualify under this program, the following criteria must be satisfied:

  1. Have a job vacancy.
  2. Identify a potential nominee.
  3. Be a registered business, industry association or a local, municipal, First Nation or Territorial government in the NWT that has been registered and operational for a minimum of six months.
  4. Be in good standing with the Workers’ Safety and Compensation Commission.
  5. Provide proof of local and national recruitment efforts and submit a summary of results.
  6. Obtain a positive HRSDC Service Canada Labor Market Opinion.
  1. Be for a permanent full-time position (minimum 30 hours per week).
  2. Be in an occupation that falls into NOC skill levels C or D.
  3. Provide a comparable industry rate of pay.
  4. Be in good standing with the Worker’s Safety and Compensation Commission (WSCC) and the NWT Employment Standards Office.
  1. Have a temporary work permit and have worked in the same position for six months.
  2. Provide proof of sufficient financial or settlement supports in the NWT.
  3. Have the required work experience for the specific occupation.
  4. Be able to conduct basic communications in either English or French.
  5. Not be a refugee claimant.

Northwest Territories Business Stream

The Northwest Territories Business Stream is aimed at attracting entrepreneurs with business expertise and investment capital who wish to purchase or start a business in the region.

  1. Invest:
    • A minimum of $300,000 equity into starting or buying a business within the corporate boundaries of Yellowknife, NWT, or
    • A minimum of $150,000 equity into starting or buying a business outside of the corporate boundaries of Yellowknife, NWT.
  2. Have a personal net worth of:
    • At least $500,000 if starting or buying a business within the corporate boundaries of Yellowknife, NWT, or
    • At least $250,000 if starting or buying a business outside the corporate boundaries of Yellowknife, NWT.
  3. Demonstrate they own at least one third (33.3%) of the business they are starting or buying. Where the personal equity investment is at least $1 million the applicant may own less than one-third.
  4. Provide a good faith deposit of $75,000 to be held in trust and released upon satisfactory execution of the terms of the Business Performance Agreement.
  5. Achieve Canadian Language Benchmark level 4 in English or the equivalent language level against the Niveaux de competence Linquistique Canadiens (NCLC) in French. Recognized tests are IELTS and CELPIP for English and TEF for French.
  6. Demonstrate a reasonable knowledge and understanding of the NWT and its economy;
  7. Be able to demonstrate reasonable communication skills appropriate to conduct business in NWT;
  8. Have the necessary experience and education to successfully implement the business plan.
  9. Demonstrate sufficient financial resources to start and operate a business and support themselves and any dependents for the duration of the Business Performance Agreement.
  10. Not have an active application with any other provincial or territorial nominee program.
  11. Not have an active application with any other stream of the NWT Nominee Program.
  12. Not be a refugee claimant.
The Process
  1. Self-Assessment and Initial Investigations.
  2. Further Investigations and Face-to-Face Interview(s).
  3. Initiating the Application Process and Pre-Screening.
  4. Formal Application.
  5. Application Review.
  6. Approval and the Business Performance Agreement.
  7. Developing the Business.
  8. Nomination.
