Canada Citizenship Immigration Services

Newfoundland and Labrador is located on the eastern coast of Canada. The province may appear as if it’s not everyone’s top destination but it is certainly a gem for those who appreciate the simpler, more pastoral life. However, do not write Newfoundland and Labrador off as merely green lands and seaside villages, in recent years it has experienced a boom in business, arts and culture, attracting those who want to move away from the big city life.

The beautiful province of about 535,000 residents is divided into different sections: Labrador in the north and Newfoundland – an island just off the coast. The majority of the province’s population lives in the capital city, St John’s, where they enjoy excellent schools, top-notch healthcare facilities, fantastic restaurants, exceptional nightlife and an exciting arts scene.

Newfoundland and Labrador Provincial Nomination Program

The Newfoundland and Labrador Provincial Nomination Program enables the province to nominate people who have the necessary skills and experience needed to address the labor and population shortage in the province. Applying to the program is quite simple. First, you must determine which of the categories is best suited to you. Subsequently you must complete and submit all the necessary paperwork to the relevant authorities.
If your application is successful, you will be issued an invitation to apply for Permanent Residence which will effectively guarantee your immigration to the province.

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) nominates individuals to the federal government as a step towards obtaining Canadian permanent residence.

An application may be submitted under one of the following four categories:

Express Entry Skilled Worker Category

Requirements
  1. Have a profile in the federal Express Entry Pool.
  2. Have a high-skilled job offer from an eligible Newfoundland & Labrador employer for a minimum of two years with possibility of extension.
  3. Salary and benefits must meet provincial standards and prevailing wage rates.
  4. A minimum score of 67 points out of 100 on the PNP points assessment grid.
  5. Have an IRCC Work Permit valid for a minimum of 4 months past the date of application, or be eligible to apply for one.
  6. Have a Canadian post-secondary degree or diploma, or a foreign qualification with an approved Educational Credential Assessment.
  7. Demonstrate the intention and ability to settle permanently in Newfoundland and Labrador.
  8. Have sufficient settlement funds and/or financial resources.
  9. Provide language test results matching the level documented in Express Entry profile.

Skilled Worker Category

This category is for individuals who have a guaranteed offer of employment from a Newfoundland and Labrador employer, or who are already working in the province on a valid Work Permit. 

Requirements
  1. Have a full-time job offer from a Newfoundland and Labrador employer.*
  2. Have a Citizenship and Immigration Canada Work Permit or be eligible to apply for one.
  3. Have the qualifications, training, skills, and/or accreditation required for the position.
  4. Demonstrate the intention and ability to settle permanently in Newfoundland and Labrador.
  5. Verify having sufficient settlement funds and financial resources to successfully establish yourself and any dependents in Newfoundland and Labrador.
  6. Your employer (or future employer) can demonstrate a need for your skill set.
  7. Demonstrate sufficient English or French language proficiency to perform the employment duties.

* Some applications to the International Graduate category can be working in a field unrelated to their study at the time of application, provided they graduated from Memorial University or College of the North Atlantic.

To qualify in this instance, candidates require:

  1. A post-secondary degree or diploma or an equivalent amount of experience.
  2. A job or a job offer that corresponds with NOC level 0, A, B or C.
  3. The position must reasonably be expected to lead to career advancement.
  4. A relevant combination of skill, experience and/or training according to the NOC description in the field they are working.
  5. The position or offer must be full-time and of indeterminate duration.
  6. Position responds to a labor market need in Newfoundland & Labrador.

International Graduate Category

This category is for recent graduates who have a Post-Graduate Work Permit and a job or a job offer from a Newfoundland and Labrador employer. 

Requirements
  1. Have completed at least half of their studies in Canada and have graduated from an eligible, publicly funded Canadian college or university.
  2. Have completed at minimum a two-year diploma or degree program, while studying on a full-time basis with opportunity for advancement.
  3. Have a full-time job offer in their field of study or a related field of study from a Newfoundland and Labrador employer. 
  4. Have applied to the NLPNP within two years of the date on which they received their degree or diploma.
  5. Have a Citizenship and Immigration Canada Post-Graduate Work Permit.
  6. Have the qualifications, training, skills, and accreditation required for the position.
  7. Demonstrate the intention and ability to settle permanently in Newfoundland and Labrador. 
  8. Can demonstrate that they have sufficient financial resources to successfully establish themselves and any dependents in Newfoundland and Labrador. 
  9. Can demonstrate sufficient English or French language proficiency to perform the employment duties.

International Graduate Entrepreneur Category

The International Graduate Entrepreneur category is aimed at graduates of Memorial University or College of the North Atlantic who have already started or bought a local business.

Requirements
  1. Be at least 21 years of age.
  2. Provide a business plan with verified supporting financial documents.
  3. Have completed a degree or diploma after at least two academic years of full-time in-person study at Memorial University or College of the North Atlantic. The degree or diploma must be completed within two years of submission of the Expression of Interest.
  4. Have a valid Post-Graduate Work Permit.
  5. Demonstrate intent to live permanently in Newfoundland & Labrador while owning and actively managing a business of significant economic benefit to the province.
  6. Have at least one year’s continuous experience actively managing and owning the current business (a minimum ownership of 33.3 per cent of the business).
  7. Create at least one full-time job for Canadian citizens or permanent residents.
  8. Demonstrate that the business is a for-profit entity with the primary purpose of earning profits through the sale of goods and/or services.
  9. A minimum score of 7 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French.
  10. Complete an online Expression of Interest (EOI).
  11. Receive an Invitation to Apply from the Newfoundland & Labrador Office of Immigration and Multiculturalism.

International Entrepreneur Category

The International Entrepreneur category is intended for experienced business owners or senior business managers who wish to permanently reside in Newfoundland and Labrador.

Requirements
  1. Be 21 to 59 years of age.
  2. Provide a business plan with verified supporting financial documents.
  3. Have a minimum of Canadian high school diploma or equivalent.
  4. Intend to live permanently in Newfoundland & Labrador while owning and actively managing a business of significant economic benefit to the province.
  5. Have at least $600,000 in unencumbered net business and personal assets that can readily be transferred to Canada.
  6. Be able to invest at least $200,000 to establish a business in Newfoundland & Labrador with a minimum ownership of 33.3 per cent, or $1 million in equity investment.
  7. Create at least one full-time job for Canadian citizens or permanent residents.
  8. Demonstrate the business is a for-profit entity with the primary purpose of earning profits through the sale of goods and/or services.
  9. Have at least two years’ experience actively managing and owning a business (25 per cent minimum ownership) in the last five years OR a minimum of 5 years’ experience in a senior business management role in the last 10 years.
  10. A minimum score of 5 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French (acceptable tests are Canadian English Language Proficiency Program (CELPIP) General Test, or International English Language Testing System (IELTS), General Training Test or Test d’evaluation de Francais (TEF).
  11. Complete an online Expression of Interest (EOI).
  12. Receive an Invitation to Apply from the Newfoundland & Labrador Office of Immigration and Multiculturalism.

Requirements
  1. Be at least 21 years of age.
  2. Provide a business plan with verified supporting financial documents.
  3. Have completed a degree or diploma after at least two academic years of full-time in-person study at Memorial University or College of the North Atlantic. The degree or diploma must be completed within two years of submission of the Expression of Interest.
  4. Have a valid Post-Graduate Work Permit.
  5. Demonstrate intent to live permanently in Newfoundland & Labrador while owning and actively managing a business of significant economic benefit to the province.
  6. Have at least one year’s continuous experience actively managing and owning the current business (a minimum ownership of 33.3 per cent of the business).
  7. Create at least one full-time job for Canadian citizens or permanent residents.
  8. Demonstrate that the business is a for-profit entity with the primary purpose of earning profits through the sale of goods and/or services.
  9. A minimum score of 7 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French.
