Canada’s Prime Minister Justin Trudeau’s issued a total of thirty-eight Mandate Letters on December 16, 2021. It laid down the country’s goal saying “healthier, more resilient future” for Canada. The Mandate Letters outlines the accomplishment expectations from each Minister of Canada; and how they plan to achieve these expectations in their role.
For the IRRC Minister, the Mandate Letter contains his commitment to bring in MORE newcomers in all parts of Canada, who will help the country recover fast, economically.
An easier and faster immigration processing is part of the new changes in Canada immigration 2023. It also aims to help strengthen family reunification, especially for those affected by the COVID-19 pandemic.
Changes in Canada Immigration 2023
As immigration remained the driving force of Canada’s economy, the Minister of Immigration, Refugees, and Citizenship plans to adapt to the new realities emerging from the global pandemic for Canada’s immigration implementing policies in 2023. The main goal is to support Canada’s post-pandemic economic recovery through immigration. Though many of the changes resulted due to the pandemic, it would also serve Canada well in the future.
Canadian Immigration believed that now, more than ever, immigrants will be a key to Canada’s continued success. Last year, Canada welcomed 405,000 new permanent residents, the most immigrants in a year in the country’s history. However, there are still thousands of positions waiting to be filled in all sectors, despite the many jobs regained. Additionally, with five million Canadians retiring by the end of this decade, the worker to retiree ratio will drop down to only 3:1.
The Canadian Immigration Levels Plan 2022-2024 is increasing its immigration targets again. It sets to welcome almost 432,000 new immigrants this year instead of its initial plan to welcome 411,000 newcomers. The latest Canada immigration 2022 target is to continue welcoming immigrants at a rate of about 1% of Canada’s population, including 431,645 permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024.
Improving the Application process
The improvement of online processing and submission of requirements is one change that the immigration office will be focusing on in 2023. Applicants will be allowed to submit some documents online using more immigration business lines. Increasing the use of online platforms for more efficient application processing will be part of the change.
Canada Immigration 2023 – Changes Set for National Occupational Classification (NOC)
The known National Occupational Classification (NOC) system will be known as TEER (Training, Education, Experience, and Responsibilities) in 2023. It will now focus more on the applicant’s training, formal education, work experience, and responsibilities associated, and not just assess the skill level of an Express Entry applicant or temporary foreign worker. The change may unavoidably affect the eligibility of those entering the Express Entry pool and possibly disqualify some current outstanding candidates by the next year’s changes.
As the NOC redesigning takes place in 2022 Canadian immigration applicants would need to identify their correct NOC code moving forward. The NOC code is now an essential part of a successful move to Canada. The new NOC code 2021 for 2022 will be a five-digit NOC codes structure replacing the four-digit structure in the 2016 versions.
Changes in the Selection of Express Entry candidates in 2023
Canada immigration is preparing a sufficient budget for 2023 to deliver better immigration processing platforms. It is to streamline the Express Entry process and enhance the capacity and service standards within the IRCC. The Express Entry Program will be utilizing the Provincial Nominee Program (PNP) and the Comprehensive Ranking System (CRS) in a more speedy manner. CRS is where applicants earn points based on their biographical data.
Changes could include changes to the existing CRS scoring system or the usage of NOC codes for the Express Entry system. A minimum CRS Score will be part of the assessment with a tie-breaking system for two people who may have the same CRS score.

The introduction of two new Online portals is a significant change for applicants in 2023.
- First Portal. It is for the TRV or temporary resident visa application. If you submitted your application before September 7, 2021, you would need to resubmit your TRV or temporary resident visa application.
- The Second New Portal. This new portal is for Permanent Residency applications. The change includes a paperless application on many major streams; Provincial Nominee Programs (PNPs) — non-Express Entry only, Atlantic Immigration Pilot Program (AIP), Temporary resident permit holders applying for permanent residence, and many other streams.
New Travel requirements in 2023

The New Canadian Immigration Regulatory Board
In November this year, The College of Immigration and Citizenship Consultants (CICC) became the new regulatory body for Canada Immigration Consultants. The new regulatory body places a stricter regulation for those representing or advising for a fee at any stage of a Canadian immigration application or proceedings. The Immigration and Refugee Protection Act (IRPA) requires that those who provide paid immigration advice or representation be authorized to do so.
